2024 QUALIFYING DATES/ FORMS/ FEES FOR BROWARD COUNTY CANDIDATES
Qualifying Periods
1st Qualifying Period for 2024 - Federal (U.S. Senator, Representative in Congress), State Attorney, Public Defender, Judicial (Justice(s) of the Supreme Court, District Court of Appeal Judges, and Circuit Court Judges) file and qualify with the Division of Elections. County Court Judges file and qualify with the Supervisor of Elections.
- Noon, Monday, April 22, 2024 – Noon, Friday, April 26, 2024
Note: The Division and the Supervisor of Elections will begin accepting qualifying documents on April 8, 2024. See Section 99.061(8), F.S.
2nd Qualifying Period for 2024 - State Senator, State Representative, and multi-county special districts file and qualify with the Division of Elections. County Commission, Clerks of the Courts, Supervisor of Elections, Property Appraiser, Tax Collector, Sheriff, School Board, Special Districts, and Community Development Districts (CDD) file and qualify with the Supervisor of Elections.
- Noon, Monday, June 10, 2024 – Noon, Friday, June 14, 2024
Note: The Division and the Supervisor of Elections will begin accepting qualifying documents on May 27, 2024. See Section 99.061(8), F.S.
ATTENTION: Florida law (see s. 11 of Chapter 2021-11, Laws of Florida) requires:
- A person seeking nomination as a candidate of a political party to be a member of that political party for the 365 days BEFORE the beginning of the applicable qualifying period.
- A person seeking to qualify for office as a candidate with no party affiliation to not be a member of any political party for the 365 days BEFORE the beginning of the applicable qualifying period.
Therefore, the last day for such a person to make the applicable change is April 23, 2023, for the first qualifying period, and June 11, 2023, for the second qualifying period, in order for the person to meet the 365-day requirement.
2024 Candidate and Campaign Treasurer Handbook
FORMS TO FILE TO RUN FOR OFFICE:
1. Candidate Initial Filing Documents:
- Appointment of Campaign Treasurer and Designation of Campaign Depository for Candidates, Division of Elections form DS-DE 9 – this form must be filed with the appropriate qualifying officer before the acceptance of any contribution or the expenditure of any funds by the candidate, including expenses by the candidate from their personal funds.
- Statement of Candidate, Division of Elections form DS/DE 84 – this form must be filed with the qualifying officer within 10 days of filing the Appointment of Campaign Treasurer and Designation of Campaign Depository form.
- Judicial candidates are also required to file a DS-DE 83.
*If these documents have already been filed, it is not necessary to resubmit during qualifying period.
2. The following forms can only be filed during the Qualifying Period:
- Candidate Oath (must be notarized). The Oath depends on the office being sought:

- 2023 Form 1 – person running for Special District/ Community Development Districts (copy required for qualifying).
If incomplete qualifying papers are presented, a reasonable effort will be made to contact the candidate to correct the relevant document prior to the close of qualifying.

FEES TO RUN FOR OFFICE
The qualifying fee is either 4% of the annual salary for nonpartisan candidate positions, or 6% of the annual salary for partisan office candidate positions.
- The filing fee is 3% of the annual salary of the office sought.
- The election assessment fee is 1% of the annual salary.
- The party assessment fee for partisan office candidates is 2% of the annual salary.
The qualifying fee is based on the annual salary of the office sought as of July 1st the year before qualifying.

CANDIDATE PETITION INFORMATION
Candidates have the option to waive the qualifying fee by collecting petitions instead. The number of signatures required is based on the number of registered voters as of the previous general election’s book closing.
2024 Candidate Petition Handbook
Federal and Judicial Candidates may begin collecting signatures after filing the Appointment of Campaign Treasurer and Designation of Campaign Depository form (DS-DE 9) with the qualifying officer. The candidate petition forms must be reproduced by the candidate using the format prescribed by the Division of Elections. The deadline for submitting signed petition cards to the Supervisor of Elections for signature verification is noon on 03/25/2024 (§99.095, F.S.).
State and County Candidates may begin collecting signatures after filing the Appointment of Campaign Treasurer and Designation of Campaign Depository form (DS-DE 9) with the qualifying officer. The candidate petition forms must be reproduced by the candidate using the format prescribed by the Division of Elections. The deadline for submitting signed petition cards to the Supervisor of Elections for signature verification is noon on 05/13/2024 (§99.095, F.S.).
The Supervisor of Election shall be paid in advance the sum of 10 cents for each signature checked (F.S. 99.097(4)).
