Proposed amendments to the Florida Constitution may be made by a joint resolution of the Florida Legislature, a citizens' initiative, a proposal from the Constitutional Revision Commission, or a proposal from the Taxation and Budget Reform Commission. Proposed amendments require at least 60% approval from voters to pass (see Florida Constitution, Article XI, Section 5(e)). Pursuant to Florida Statute 100.371(11)(b), Broward County’s signature verification fee for an initiative petition is $0.99 per petition for the first 10,000 petitions. For all petitions beyond the first 10,000, the actual cost is determined based on the validity rate, as outlined below.
- 50-100% validity rate = $0.99 per petition
- 40-49% validity rate = $1.44 per petition
- Validity rate below 40% = $1.92 per petition
